The Niger Delta Development Commission (NDDC) is a federal government agency established by the then Nigerian President Olusegun Obasanjo in the year 2000 with the sole mandate of developing the oil-rich Niger Delta region of Nigeria. In September 2008, President Umaru Yar’Adua announced the formation of a Niger Delta Ministry, which made the Niger Delta Development Commission become a parastatal under the ministry. One of the core mandates of the commission is to train and educate the youths of the oil-rich Niger Delta regions to curb hostilities and militancy while developing key infrastructure to promote diversification and productivity.

Its vision/mission statement is to offer a lasting solution to the socio-economic difficulties of the Niger Delta region and to facilitate the rapid and sustainable development of the region into one that is economically prosperous, socially stable, ecologically regenerative, and politically peaceful.


The NDDC is once again embarking on its Foreign Post-Graduate Scholarship Programme to equip Nigerian youths and young people with relevant training and skills for effective participation in the local content program of the Federal Government, as well as to enable them to acquire specialization in their fields of study and thus compete globally in various professional disciplines.

The NDDC scholarship program, which started in 2010, was designed to produce top-level professionals with technical manpower, capacity, and expertise to compete in the oil and gas industry and in other sectors of the economy. The scholarship is for students from the Niger Delta States, who have a first degree at the second class lower division or better and who have already completed their national service.

To benefit from this scholarship, the scholars and qualified candidates must come from the Niger Delta region, should possess five Credits at not more than two sittings, and should have a First Class Degree or Second-Class Upper Division.

The online application for the scholarship is free and shortlisted candidates would undergo a Computer Based Test (CBT) to be conducted in each State of the Niger Delta by Consultants to test the scholars’ I.Q proficiency in English, Mathematics and General Paper.

A deadline of eight weeks stands for the submission of applications for the Foreign and local scholarship scheme, and the names of all shortlisted applicants will be posted on the NDDC website.

The scholarship scheme covers disciplines in Engineering, Software/Aeronautic Space/Aeronautic Engineering, Medical Sciences/Medicine and Surgery, Computer Science Technology, Information Technology, Artificial Intelligence, Hospitality Management, Law, and Architecture, among others.


The scheme is for suitably qualified applicants, with relevant Bachelor’s Degrees from recognized Universities in the following disciplines:

In order to be considered, all applicants must:

  • Have a first degree with a minimum of 2nd Class, Lower Division for those wishing to undertake a Master’s Degree programme and a good Master’s Degree for PhD candidates from a recognized University.
  • Come from the Niger Delta region (Be an indigene of Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo, or Rivers State)
  • Must have completed the mandatory National Youth Service Corps (NYSC)
  • Have not already enrolled with any university overseas, as applicants who have already enrolled in overseas universities are NOT eligible to apply.
  • Have gained a valid admission letter for a Post Graduate Programme in any of the listed disciplines above, in a foreign University.
  • Provide guarantor’s written consent of good conduct of the applicant from any of the following persons from the applicant’s community/clan.
    • a) Member of National Assembly/State House of Assembly 
    • b) Chairman of LGA
    • c) First-class traditional ruler
    • d) High court judge
  • Not have any criminal record or evidence of cult membership.


The amount for the scholarship shall be based on the prevailing exchange rate of the Naira.


Simple steps on how to apply for the NDDC scholarship

1. Application must be done online on the Commission’s website NDDC SCHOLARSHIP APPLICATION

2. Make sure to provide these

  • Recent passport photograph
  • Local Government Identification letter
  • Post Graduate admission letter from a recognized Overseas/Nigerian University
  • Relevant degrees from recognized Universities
  • N.Y.S.C Discharge /Exemption Certificate

3.  Successfully complete the application form and you will be assigned a registration number automatically.

4. Click on the Scholarship form publication therein and follow the instructions provided on the portal to successfully register and apply for the Scholarship exercise.

5. Print out your Scholarship Registration slip afterward

6.  Print the hard copy of the online generated acknowledgment for ease of reference and wait for feedback.

  • Please, note that

1.   All shortlisted applicants will be posted on NDDC website NDDC WEBSITE

2.   Shortlisted candidates will take part in a Computer-Based Test (CBT).

The Commission (NDDC) will not enter into any form of Communication with candidates who are not shortlisted for the Computer Based Test (CBT), those who are not invited for oral interview, or candidates that are not successful during the oral interviews.

3. Preferences will be given to candidates from Oil Producing Host/Communities/Local Government Areas as long as candidates meet the approved cut-off mark. However, the Commission will ensure a fair spread of courses amongst beneficiaries within each State.

4.  Deferment, Change of Institution and change, of course, are not permitted.

5.  The Commission reserves the sole and absolute discretion to select in line with the above-stated criteria and its internal consideration. The decision of the Commission in this regard is final.


The selection process for this scholarship includes

1. Online application on the Commission’s website

2. Shortlist candidates using:

       i. WASSCE/ NECO

       ii. Undergraduate degree (1st Class/Second Class Upper)

       iii. Local Government Identification

3. Computer Based Test to be conducted in each State of the Niger Delta by Consultants. This will test I.Q proficiency in English, Mathematics, and General Paper.

4. Score a minimum of 70% in the test.

5. Shortlist Successful candidates.

6. Final verification through the Local Government Areas and Community Development Committees.
